Bought second hand a-bike+

Hello - need help with making the rear brake more effective - seems to be really stodgy and the brake lever seems to be loose. Just un-did the bolt on the rear brake and positioned it closer to the wheel which has helped but even with the adjuster on the handlebars on full extension the lever doesn't seem to grab enough wire if you see what I mean.

Could buy new brakes but they don't look that worn and that wouldn't cure the lever prob.

What do the L M H settings on the rear wheel do? Can anyone send me a manual for the bike? Thanks

L M & H positions on the bearings is for the chain tension.
